National AI Application Pilot Base Conference Held in Dongguan

On April 29, the National AI Application Pilot Base Conference was held in Dongguan Binhaiwan New District to implement the national “AI+” action plan and promote the deep integration of AI with manufacturing.

The conference focused on four core areas: the release of the demand list for eight major scenarios in Hongmeng City, the service capability list of the Ascend Ecology Adaptation Center, the innovation platform for intelligent applications, and 128 AI application scenario demands. A number of joint laboratories and scenario co-creation projects were also launched, leveraging the national-level AI pilot platform to accelerate the transformation of AI technology achievements and empower the upgrading of Dongguan’s manufacturing industry.

The conference was jointly organized by the Dongguan Municipal People’s Government, the Guangdong Provincial Federation of Industry and Commerce, and several local government departments and industry associations. Approximately 200 representatives from government departments, leading enterprises, research institutions, and universities attended the event.

The National AI Application Pilot Base (Mobile Terminal Direction) is the only national-level pilot platform focusing on the consumer terminal field. Since its establishment in Dongguan Binhaiwan New District, it has built five capability bases: computing power, data, models, security, and standards, supported by China Unicom. It has developed several foundational model adaptations and initiated four pilot industry standards, creating a comprehensive panorama of nine sub-terminal industries and establishing the first AI terminal innovation platform in China, demonstrating a positive development trend of “building, operating, and empowering simultaneously.”

Zou Yongbing, Chief Economist of the Guangdong Provincial Department of Industry and Information Technology, stated that Dongguan is a pioneer and innovation source for Guangdong’s AI industry. The department will continue to support Dongguan in promoting the construction and upgrading of national-level demonstration bases, establishing mechanisms for “revealing lists and leading projects,” and facilitating the conversion of technology, scenarios, and market applications.

Luo Bin, Vice Chairman of the Dongguan Municipal Political Consultative Conference and Secretary of the Binhaiwan New District Party Working Committee, elaborated on Dongguan’s solid foundation and unique advantages in developing the AI industry, including a complete manufacturing system and abundant application scenarios. He emphasized that the Binhaiwan New District will leverage the National AI Application Pilot Base to connect innovation resources and market demands, providing optimal policies, environments, and services to promote the sharing of core capabilities such as computing power, models, and data with enterprises across the city, province, and even the nation.

Wu Weibin, Deputy General Manager of China Unicom Guangdong Province, introduced the mission, achievements, and development blueprint of the National AI Application Pilot Base. He expressed hope to collaborate with more industry partners through the AI terminal industry alliance and the “AI+Manufacturing” industry alliance to build standards, share opportunities, and co-create ecosystems, driving the high-quality development of the National AI Application Pilot Base and helping Dongguan establish a world-class AI terminal innovation hub.

At the conference, Zhao Wenbo, Deputy Director of the New Industrialization Research Institute of China Unicom (Guangdong), provided a comprehensive introduction to the National AI Application Pilot Base, focusing on its five capability centers and the “6+6+3” service system, which includes six types of standardized AI core modules, six types of on-demand adaptation services, and three types of solutions for terminals, modules, and production, significantly lowering the technical barriers for AI innovation in enterprises.

Open Source Hongmeng Ecology: Eight Major Scenarios and Five Joint Laboratories Launched

The conference released the service capability list of the Open Source Hongmeng Adaptation Center and introduced the first batch of eight major scenario demands from Dongguan “Hongmeng City,” covering key areas such as business districts, weather, hospitals, campuses, government agencies, museums, fire services, and highways, officially inviting global Hongmeng ecosystem partners to collaborate.

The first batch of Open Source Hongmeng Joint Laboratories was also officially launched. The National AI Application Pilot Base, in collaboration with leading enterprises and institutions such as Softcom Power, Meiyijia, Chengshi Culture, Mousse Health, and Binhaiwan Central Hospital, will focus on five vertical areas: industrial manufacturing, smart commerce, AI toys, smart home, and smart healthcare, accelerating the large-scale application of Hongmeng technology across various industries.

The Ascend Ecology Adaptation Center is a professional adaptation service organization for domestic Ascend chips and computing power platforms. This center focuses on the adaptation pain points in the industrial sector, constructing a full-link technical service system to bridge the “last mile” of chip applications and promote domestic AI chips from “usable” to “easy to use.”

During the conference, a signing ceremony for cooperation units of the Ascend Ecology Adaptation Center was held, with representatives from Zhishu Group, China Unicom Dongguan Branch, the Ministry of Industry and Information Technology’s Fifth Research Institute, and Softcom Power signing cooperation agreements. The parties will conduct comprehensive and in-depth cooperation around Ascend ecology adaptation and the application of domestic computing power.

Intelligent Application Innovation: Platform Release and Hundred Major Scenarios Invitation

Super Magi, Deep Root Ningji, and other enterprises jointly released the intelligent application innovation platform. The National AI Application Pilot Base acts as an ecological connector, integrating development resources and industrial demands to facilitate the rapid implementation of AI intelligent applications in manufacturing, commerce, and government scenarios, effectively lowering the barriers for enterprises to adopt AI.

At the conference, the National AI Application Pilot Base released a demand list covering 128 real AI application scenarios across ten key industries, inviting AI companies nationwide to participate. It also initiated co-creation projects with leading enterprises such as Huabei Technology, Aohai Technology, Yidong Electronics, Jiede Te, Xu Fu Ji, and Donghua Machinery to break down barriers from technological breakthroughs to industrial applications.

In the technology policy interpretation session, Qi Yumeng, a policy expert from the Guangdong Provincial AI Industry Association, provided a specialized sharing on the evaluation of scientific and technological achievements and the formulation of group standards, offering enterprises a full-process practical guide for achievement transformation and standard formulation, assisting in the standardized development and efficient monetization of AI technology.

This conference is an important practice for Dongguan to promote the “AI+” action and cultivate new productive forces. It is also a key measure for the National AI Application Pilot Base to serve local industries and empower various sectors. In the future, the Binhaiwan New District will continue to gather innovative elements such as technology, talent, capital, and scenarios around the National AI Application Pilot Base, striving to build a benchmark for AI application innovation in the Greater Bay Area.
