China's AI Development Strategy for New Industrialization by 2026

China's Ministry of Industry and Information Technology and National Data Bureau outline a strategy to enhance AI applications across various industries by 2026.

Overview

On April 28, the General Office of the Ministry of Industry and Information Technology and the Comprehensive Department of the National Data Bureau released a notice regarding the joint implementation of the “Model-Data Resonance” action plan for 2026. This initiative focuses on industries such as steel, petrochemicals, non-ferrous metals, construction materials, industrial mother machines, automotive, medical equipment, power equipment, shipping, aerospace, home furnishings, pharmaceuticals, biomanufacturing, historical classics, electronic components, consumer electronics, new displays, software, information communication, and cybersecurity.

Objectives

The action plan aims to promote the development of high-value, technically feasible AI application scenarios through targeted initiatives. It seeks to tackle challenges by developing industry models, specialized models, and unique intelligent agents that embody the technical principles of the industrial and information sectors. The plan also emphasizes the construction of high-quality datasets for both general and specialized industry knowledge, fostering collaborative research groups, and optimizing the ecosystem of talent, standards, and other industrial support.

By the end of 2026, the goal is to establish a virtuous cycle of “data-model-application scenarios” that will significantly empower new industrialization through high-level AI integration.
